Do optics need to be stamped?

Yes, if you are selling spirits from them. The optic is the measuring instrument, so it carries the same requirement as a thimble measure: verified for the quantity it delivers, either 25ml or 35ml.

Why has my optic started under-pouring?

Usually sugar residue from liqueurs building up in the mechanism. Strip it down and rinse it through. An optic that still under-pours after cleaning should come off sale.
